Position title: Education Advisor
Position location: Ottawa
Reports to: Deputy Director, Program Design Quality & Learning
Contract term: 2 years with opportunity to renew

World University Service of Canada (WUSC) is a leading Canadian international development organization that works with and through its southern partners to promote sustainable development. Founded in 1957 and currently working in 25 countries worldwide with an annual budget of approximately $45 million dollars, WUSC works towards a world where young people can grow up in safe, secure, supportive environments, where they can learn, work and play a vital role in their community and country’s development. Our internationally recognized programs target youth, women, refugees and other marginalized populations, focusing on three thematic areas of education, employment, and empowerment. Globally, WUSC works with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty, and community leaders that can be leveraged to support our work.

The Education Advisor will play a crucial role in refining and supporting WUSC’s strategic focus in Education, including new program design, program quality, knowledge management and thought leadership. In particular, the Education Advisor will play a critical role in strengthening WUSC’s expertise and programming methodologies in the areas of education in emergencies (EiE) and protracted refugee contexts, girls’ education, and quality-focused education interventions. The Education Advisor will be a core member of the WUSC Programs Team, working in a matrix environment as a technical resource in support of WUSC’s programs. It is expected that the Education Advisor will provide sector-specific expertise to our projects as well as support the development of new programs and lead the organization’s learning on education. WUSC’s education portfolio is expected to grow significantly in the coming years, particularly in East Africa. The Education Advisor will play a critical role in supporting this growth.

To support this growth, the Education Advisor will develop tools, resources, knowledge products, and conduct training and coaching for WUSC staff, partners and volunteers to enable them to contribute to WUSC’s programming goals. The Education Advisor will also support quality control of WUSC’s education programming.

 

Nature and Scope:


Technical Advice & Coaching to WUSC Programs and Projects

  • Support program staff in the development or revision of program/project-specific Education strategies, plans and activities;
  • Assist program staff in project planning and management approaches (including results based management tools) and propose strategies to increase project/program impact in Education;
  • Identify strengths and weaknesses in existing Education practices, leading the development of improved systems, processes, and tools for improving our results;
  • Facilitate the use of data to promote evidence-based learning, reflection and decision making within programs/ projects;
  • Work with program managers, Gender Equality and Empowerment Advisor & M&E Advisors to ensure that systems are established to ensure that results are captured and that monitoring and evaluation systems appropriately measure progress against education-specific outputs and results;
  • Draft and/ or review key technical documents and reports as related to education interventions and practice;
  • Create resources and tools (i.e. tipsheets, webinars, etc.) that to assist staff in effectively prioritizing and integrating best practices in Education in their work.

Development of New Programs

  • Work with field teams and the Program Development unit to apply latest research and knowledge to ensure the integration of best practices and tailored programming models in Education in new program design;
  • Recommend financial and human resources necessary to execute program/project strategies;
  • Support new project inception planning, particularly the development of the program/project-specific Education strategy and policy;

Leadership of WUSC’s Education Strategy & Approaches

  • Work to refine and enhance WUSC’s policies and strategies in a continuous manner;
  • Conduct analysis of opportunities to maximize results in Education within WUSC’s 2013-2018 Strategic Framework focused on education, employment and engagement of youth;
  • Lead the development of the organizational annual Education workplan and ensure the execution of this plan;
  • Conduct annual internal review of WUSC’s progress towards its Education Strategy;

Internal & External Learning

  • Liaise regularly with colleagues to share best practices, tools, and organizational approaches;
  • Support the establishment of systems that enable a “community of learning” within and across WUSC programs to enhance lesson sharing and impact.
  • Participate in Education related working groups and maintain close working relationships with counterparts in other relevant international NGOs, donors, partners, and academia.
  • Seek opportunities to increase the awareness, commitment and involvement of WUSC’s University and College members, private sector partners and other key stakeholders;
  • Work with relevant project teams to support research components within WUSC education projects
  • Participate in WUSC’s communications work by providing data, information and other material for use with WUSC’s Canadian and International constituency and assist in implementing constituency building, communication strategies, and fundraising activities.


Qualifications and Competencies:

  • Master’s Degree in Education or related field;
  • A minimum of 7 years of experience working for international development organizations, preferably in developing countries and in Canada;
  • Knowledge of education sector, including specialization in education in emergencies, education for refugees and girls’ education;
  • Excellent working knowledge of Results Based Management (RBM) approaches including Logic Model and Performance Measurement Framework (PMF) development;
  • Strong analytical and research skills;
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products;
  • Excellent capacity building skills, with demonstrated experience in effective training, coaching and facilitation;
  • Experience with a range of institutional donors such as foundations, Global Affairs Canada, DFID, USAID among others;
  • Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate and represent at a senior level are essential;
  • Flexibility, with a strong work ethic and an entrepreneurial spirit to accommodate high levels of responsibility and multiple priorities;
  • Passion and commitment to gender equality and youth empowerment;
  • Preference for working in teams.

 

Languages:

  • Complete fluency, oral and written in English essential and French preferred. Capacity to work in Spanish also an asset.
