The Organization

Plan International Canada’s Toronto and Ottawa-based offices undertake fundraising, donor engagement and public outreach initiatives that support programs that are implemented in more than 50 countries worldwide. The Position

The Vice President, Program Management and Compliance will play an integral role in the  future of Plan International Canada in demonstrating the impact of our global development work. As a member of the executive management team (EMT), the Vice President Program Management and Compliance is expected to serve as a critical resource for problem solving, leadership and demonstration of impact at Plan International Canada ensuring program oversight and efficient operations. This includes influencing its strategic direction and bringing together teams to operationalize the strategic plan, deliver programs, and elevate the results achieved by field programs of Plan. The Vice President, Program Management  and  Compliance is expected to lead comfortably and capably and represent Plan International Canada well both internally and externally, nationally and internally.

Leading a team of international development professionals (including four high performing Directors and their staff representing a total of approximately 60 staff including a combination of permanent, contract and consultants) both locally and field-based to ensure international programs are delivered on time, with high quality, in accordance to donor compliance requirements to demonstrate impact in over 30 countries around the world. This position oversees grant management and compliance capabilities primarily, focusing on the delivery of programs in the most remote areas of the world reaching the most marginalized and vulnerable populations aligned to Plan Canada’s new strategic goals including demonstration of impact, gender transformation, child rights and participation.

The incumbent is responsible for maintaining high standards of programmatic and financial compliance of all projects funded by Plan International Canada while ensuring all systems and processes are in place so that grants are well managed in line with Plan International Canada’s strategy to demonstrate impact.


What does success looks like?

  • Oversee a significant program portfolio that is well implemented to demonstrate results. This includes travelling to international headquarters, regional and program countries.
  • Provide strategic leadership to the Program Management and Compliance teams) to achieve team and organizational goals; allow team members’ strengths to shine and provide opportunities for continued learning and improvement
  • Strengthen program delivery: report to donors on time with quality on topics of high priority to Plan International (including girls and boys education, health especially reproductive and sexual health, safety, protection, participation and successful transition to economically empowered adulthood)
  • Lead organizational work planning and budgeting process resulting in a plan that makes the best use of resources and meets organization and strategic goals
  • Ensure all projects in the portfolio are implemented well, meet minimum standard of program quality, demonstrate results, follow programmatic and financial compliance as per contractual requirements and timely submission of high quality donors reports
  • Ensure all projects in the portfolio are audit ready; lead all donor financial audits of  grants in the portfolio.
  • Collaborate cross-functionally in joint initiatives and programs especially with regard to grant management and compliance to ensure requirements for systems and processes are known to the business so that all international development projects are well managed
  • Liaise with International Headquarters, Country and Sub/Regional Offices to share learning and to ensure programs funded by Plan International Canada are on track and receive support needed
  • Keep well informed and actively contribute in developing and implementing Plan global policies, procedures on grant management and compliance
  • Maintain linkages with NGOs and similar organizations to learn and to strengthen Plan’s systems on grant management and compliance
  • Work collaboratively with peer group (EMT) to take full ownership for the entire business having sightline across all business lines and to ensure support flows both ways for best optimization and accomplishment of goals
  • Serve on the executive management team influencing and implementing the strategy  and goals for the organization
  • Function as a highly visible and effective ambassador for Plan International Canada to the broader field and sector to build credibility of Plan known for quality execution to demonstrate program results
  • Manage various sector relationships with stakeholders, including institutional donors, partners and funders
  • Ensure best practices in implementation of program in international development are shared and helped shape future development goals and implementation of SDGs in reaching those who are left behind
  • Ensure grant compliance risks are shared appropriately to EMT and to the Board of Directors of Plan Canada


As our ideal candidate you will have:

  • Exceptional results-oriented leadership capabilities, with an established professional network and proven track record in large scale complex initiatives
  • Demonstrated knowledge, expertise and passion for International Development with a focus on quality program implementation including financial compliance and impact; in particular, an understanding of current trends, opportunities and challenges facing the international development sector – supported by post graduate studies in international development,   social   services,   non-profit   management   as   well   proven   senior management experience with a strong focus on grant management and compliance in a multi-faceted organization
  • A track record of success working in large global organizations attracting, developing, coaching and leading high performing management teams growing and developing them to their highest potential; navigating a complex matrix environment demonstrating the capacity to adapt and maintain a positive solution oriented attitude
  • Strong understanding of donor requirements and contractual obligations; implementing and reporting on program and financial compliance requirements demonstrating impact
  • Experience leading the strategy and implementation of a range of innovative organizational and program-specific initiatives
  • Demonstrated success in developing and managing budgets of significant size and scope; creating systems for tracking program implementation of a large diverse portfolio and building capacity of global teams
  • Strategic and systems mindset; strong analytic abilities to analyze, review and solve problems. including the ability to work with and develop nuanced partnerships with a wide variety of people (colleagues within Plan Canada and Plan global, sector partners, funders, and clients) and people of diverse backgrounds
  • Experience in leading and/or be part of global initiatives working in a federation model with other leaders of the organization to influence positive change
