Reporting to the Director, Finance & Operations the Manager, IT/IS is responsible to lead, motivate, coach, mentor and performance manage the IT and IS staff to ensure departmental effectiveness and productivity.  She/he is highly self-motivated with an exceptional customer service orientation and experienced working in a team-oriented, collaborative environment.


The Manager, IT/IS, in conjunction with the IT/IS staff, will plan, develop, and manage all IT/IS services, programs, and support throughout the organization ensuring the confidentiality and integrity of information. She/he will oversee the development and implementation of the use of technology throughout the organization working closely with staff to assess user requirements, recommend practical solutions, and lead organization-wide efforts to improve the effective use of technology.


The Manager, IT/IS will keep informed and stay abreast of relevant technologies, making recommendations for the improvement and growth of the IT/IS infrastructure and systems. She/he will provide advice and support to management in the assessment and application of technology initiatives. She/he is responsible for hardware and software acquisitions, implementation, development, and maintenance as well as system documentation. In conjunction with the Director, Finance & Operations, the Manager, IT/IS is responsible for preparing the departmental budget and cost analysis, identifying policy and security risks, and developing technical standards and resources.




MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed) She/he:


IT/IS Strategy and Systems

The Manager, IT/IS shall provide strategic recommendations based on research and analysis. This will include:

  • Prepare budget and cost analysis in consultation with Director, Finance & Operations;
  • Research, design, deploy, and optimize IT/IS systems in order to meet Oxfam business needs;
  • Assist management with the direction and facilitation of IT/IS strategic and tactical planning;
  • Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts;
  • Create and deliver business case for technology acquisitions;
  • Liaises with vendors and service providers to ensure efficient and cost-effective acquisition of technology purchases;


Employee Support/Customer Service

The Manager IT/IS shall ensure a strong focus on customer service and positive end user experience. This will include:  

  • Work well and build relationships with a wide range of individuals throughout the organization to provide support, coaching, and direction in IT/IS systems;
  • Oversee the development and application of consistent and effective information and technology related policies, procedures, guidelines,  and standards;
  • Evaluate training requirements and oversee development and implementation of training programs to ensure users possess required knowledge of systems application, operations and capabilities;
  • Evaluate effectiveness of services provided and recommend changes to meet users’ needs;
  • Process and track user requests for service related to IT/IS; record problem areas, maintain a record of solutions and provide solution feedback to user;


Risk Management

The Manager IT/IS shall ensure robust IT/IS backup and recovery processes. This will include:

  • Assume responsibility for integrity of the IT/IS systems;
  • Ensure adherence to software licensing laws and requirements;
  • Report on risk management issues as they relate to systems, including the security of confidential information;
  • Ensure routine backup and archival of files to assist with disaster recovery;
  • Oversee the implementation and operation of the back-up management plan for all IT/IS services;
  • As required, act as back-up for the IT Administrator and Information Systems & Analytics Specialist;



The Manager, IT/IS shall provide supervision of the IT/IS team. This includes:


  • Lead, mentor, motivate and provide clear direction to IT/IS team;
  • Effectively delegate work objectives to employees, manage their work performance and complete performance reviews;
  • Ensure proper support, training & coaching of the team employees to maximize the achievement of their work objectives and their professional development;





  • University Degree in Computer Sciences, Computer Sciences Engineering, or the equivalent combination of education and experience;
  • Minimum five (5) years experience in managing an IT/IS operation and at least two (2) years in a management/supervisory role;
  • Demonstrated commitment to global justice, women’s rights, gender equality and social change;
  • Excellent written and verbal communication skills in English;
  • Self-motivated, directed, flexible, and adaptable;
  • Strong negotiation skills with vendors and service providers;
  • Effective leadership skills, with a strong focus on mentoring and motivating employees;
  • Sound interpersonal, communication and organizational skills with a focus on user experience; an excellent understanding of team building, work planning, customer service and budgeting is vital;
  • Demonstrated ability to develop and manage all stages of complex IT/IS projects and deliver outcomes;
  • Ability to effectively communicate complex issues in a clear and concise manner;
  • Ability to communicate technical information in a format that enables users to understand;
  • Ability to identify issues and implement creative and strategic solutions to overcome problems;
  • Highly developed understanding of industry standards, regulations, and best practices;
  • Experience working in the not for profit sector is an asset;
  • Proven capacity to work in a self-directed manner as well as demonstrated capacity to work collaboratively in a team environment.
