Oxfam Canada (OC) is an international development agency with a focus on women’s rights and gender equality, committed to building lasting solutions to global poverty and injustice by advocating for fundamental social change.  We work in relationships of solidarity and partnership to build the capacity of civil society in the Global South. As a founding member of Oxfam International, Oxfam Canada works in collaboration with other Oxfam affiliates to increase impact and influence locally, nationally and globally.

The Director of International Programs provides strategic leadership and effective management of Oxfam Canada's international program, ensuring program coherence, integration, quality and impact. The Director develops and oversees implementation of strategies that increase Oxfam Canada’s impact in support of women’s rights and gender justice, secures adequate program funding, promotes innovation and continuous improvement, and assures effective financial and human resources management. With a staff of 14 in Canada and 9 overseas, the Director supervises directly 3 managers: the Manager, Humanitarian; the Manager, Field Operations and Contract Management; and the Manager, Program Development, Quality and Knowledge. The Director serves as a member of the senior Management Team, contributing to the overall management of Oxfam Canada and bringing leadership to the Oxfam International Confederation.


Programme Leadership

  • Serve as a leader and champion for gender equality and women’s rights, and ensure strong programming to achieve Oxfam Canada’s strategy and action plan and the mission and vision of Oxfam.
  • Lead and support a high performing team, cultivating a positive work culture based on the core values of Oxfam, including delegation of objectives to staff.
  • Represent Oxfam Canada in multiple forums advocating for a transformative feminist approach to programming.
  • Build and maintain strong alliances with government, donors, institutions, local organizations, media and other stakeholders.
  • Sharing in the management and leadership of Oxfam Canada, helping to develop and implement the strategic plan, assessing and managing risks and opportunities, and creating an inclusive and supportive environment;
  • Providing strategic and policy advice to the Executive Director and to the Board;
  • Contributing to the leadership of Oxfam, helping to shape its future direction and enable Oxfam Canada to play a full and constructive role within the Oxfam Confederation;
  • Representing Oxfam Canada at the highest levels, both internally and externally;
  • Participating in relevant Oxfam International groups and representing both the interests of the Oxfam Confederation and of Oxfam Canada.

Compliance and Stewardship

  • Ensure sound program management and good stewardship of Oxfam’s resources, using strong internal systems and controls and regular reviews of project performance.
  •  Develop, implement, monitor and evaluate a coherent, innovative international program that meets Oxfam program standards and advances Oxfam Canada’s mission.

Programme development

Ensure a secure, reliable and diversified funding base for Oxfam Canada programs, including through:

  • Developing an institutional funding strategy that identifies funding needs and opportunities;
  • Monitoring requirements and managing resources to secure needed funds;
  • Overseeing relations between Oxfam Canada and its funders;
  • Ensuring program management costs are recovered from funders;
  • Leveraging Oxfam Canada’s funding opportunities within the Oxfam confederation;
  • Ensuring effective collaboration with the Marketing and Fund Development  Department and ensuring that they have what they need to fundraise for international programmes

Education and experience

  • Master's degree or higher in international development/affairs, gender equity/women’s studies, public policy, business, nonprofit management, or related areas preferred (lower levels of education will be considered).
  • A minimum of 10 years of increasing responsibility in team leadership and program management with at least five years of management experience, including budget and human resource management, strategic planning and program funding;
  • Previous experience as director or manager of a country program, preferably for an international NGO.
  • Successful stewardship of funds and maintaining strong relationships with government and donor partners.
  • Experience in public speaking and/or with media would be a strong asset.
  • Experience leading diverse and professional teams.


  • A deep personal commitment to feminist principles, gender equality and women’s rights and a solid understanding of international development principles and politics.
  • Excellent representational skills—including communication and advocacy skills—particularly in the areas of women’s rights, gender equality, human rights, and related areas.
  • Strong negotiation and conflict resolution skills.
  • Ability to establish and maintain positive working relationships with partners, especially government officials, local organizations and donors.
  • Ability to work collaboratively and in a matrix management approach with colleagues inside Oxfam Canada
  • Knowledge and experience managing large programmes and teams (including skills in project design, work plans, budgets, and monitoring).


  • Excellent verbal and written communication skills in English is essential;
  • Fluency in French or Spanish is highly desirable; fluency in other languages is an asset;
  • Experience with media and with fundraising would be a definite asset;
  • High level of energy, stamina and flexibility in adapting to changing situations;
  • This position requires significant international travel.
