1.       About Grand Challenges Canada

The bold ideas we support integrate science and technology, social and business innovation – we call this Integrated Innovation®. Grand Challenges Canada focuses on innovator-defined challenges through its Stars in Global Health program and on targeted challenges in its Saving Lives at Birth, Saving Brains and Global Mental Health programs. Grand Challenges Canada works closely with Global Affairs Canada and the Canadian Institutes of Health Research (CIHR) to catalyze scale, sustainability and impact. We have a determined focus on results, and on saving and improving lives.


The objective of this bid solicitation is to select Environmental Advisors to enter into a contract with Grand Challenges Canada to provide the services described in the below in a manner that will provide the best value for Grand Challenges Canada’s funds.



2.       Scope of Work


Environmental Advisors will provide technical and advisory support directly to Grand Challenges Canada innovators, based on relevant expertise in environmental sustainability. In support of the Grand Challenges Canada team, Environmental Advisors will develop and/or refine the related strategy, as well as support implementation of the strategy.


The scope of work could include but would not be limited to:

Providing technical expertise during due diligence processes on projects being considered for funding, especially those considered to have higher than negligible risk or opportunity (35%)

Evaluate and provide input on environmental risk mitigation strategies, project-level monitoring and evaluation plans, environmental assessments, and environmental management plans (30%)

Provide feedback  on Grand Challenges Canada’s environmental strategy and documents, and provide support for the implementation of the recommendations of the Institutional Strategic Environmental Assessment (20%)

Provide specific expertise on a needs basis for projects in specific areas (for example: sanitation, food production, waste disposal, aqua or marine-culture) (10%)

Develop materials and feedback mechanisms to support staff to screen projects for environmental risk and opportunity. (5%)


Environmental Advisors will have expertise in advising on appropriate risks, mitigation strategies, and ensuring compliance for both Grand Challenges Canada as an organization and for Grand Challenges Canada’s funded innovations (investees/grantees). Experience with these matters through the Government of Canada’s environment policies, and early stage (health-related) organizations in lower- and middle-income countries serving the Base of the Pyramid is ideal. Applicants should be familiar with Global Affairs Canada’s Sustainable Economic Growth Strategy, Policy on Environmental Sustainability, the Canadian Environmental Assessment Act (CEAA) 2012; its Environmental Integration Process (EIP), as well as the Cabinet Directive on Environmental Assessment of Policy, Plan and Program Proposals.


3.       Deliverables


The selected Environmental Advisor(s) will provide formal quarterly reports in written and verbal form to the Contracting Authority on all activities undertaken and implemented by ventures and projects. Said firm(s) will also provide an account of projected work, to be agreed upon by the Contracting Authority and key GCC team members on the same quarterly basis.


The selected Environmental Advisor(s) will also contribute to GCC’s quarterly reporting and annual portfolio review, presenting an analytical statement of work in memo and presentation format.



4.       Reporting


The selected Environmental Advisors will report to the Contracting Authority and will define the process and implement the infrastructure needed to provide the contracted services.


5.       Period of Contract


The resulting contract will be in effect from approximately April 30, 2018, to March 31, 2019, with the option to renew for up to three (3) additional one-year terms, if so desired by Grand Challenges Canada.
