VALUE CHAINS DEVELOPMENT ADVISOR - Sri Lanka

Job Level

DID is looking to recruit a Value Chain Development Advisor to carry out a technical assistance project for the establishment of an Entrepreneur Financial Centre in Sri Lanka (EFECS) as well as to build capacity for the SANASA network. The mandate entrusted to DID is to support and advise SANASA, the largest cooperative group in Sri Lanka, to increase access and improve its offer of products and services to support entrepreneurs. In concrete terms, DID will ensure the transfer of expertise towards the development and reinforcement of value chains, the professionalization of financing methodologies for entrepreneurs and support for the creation and expansion of micro, small and medium-sized enterprises (MSMEs).

 

 

 

 

 

General Information on the Position

Planned start date: September 2018

Location:Colombo, Sri Lanka

Contract position: 24-month contract

 

 

Responsibilities

 

The advisor plays a central role in the development of strategic alliances between actors in the targeted value chains and in the harmonization of financial and non-financial services offered to MSMEs by the different entities of the SANASA network. Under the supervision of Field project Manager, the advisor must ensure the development of a service offering to MSMEs enabling SANASA to increase its role in regional economic development by value chain approach. Specifically, the advisor will coordinate the work of the local team to carry out the activities defined in the work plan, such as:

  • Identify value chains in terms of regional economic development.
  • Evaluate the challenges and opportunities within the value chains and to propose appropriate mechanisms for efficiency gains.
  • Evaluate the efficiency of value chains by analyzing the added value produced and its distribution among the different actors.
  • Analyze demand and different market opportunities for targeted products.
  • Recommend partnerships to stimulate value chains and support their implementation.
  • Understand the needs of entrepreneurs and identify the elements to be strengthened in order to enable them to seize the business opportunities that could arise.
  • Support the creation and growth of agricultural and commercial MSMEs when needed to strengthen value chains.
  • Understand the legal environment related to commercial and agricultural activity and ensure that it is taken into account.
  • Promote the creation of partnerships that will bring together businesses (commercial and agricultural), SANASA institutions, community organizations and service providers.
  • Coordinate the development and updating of instrumentation.
  • Make recommendations about which partnerships should be fostered to boost value chains and support their implementation.
  • Ensure an effective transfer of expertise to the various partners.
  • Contribute to the development of progress reports and work plans.

 

 

Professional profile

  • Bachelor's degree in Business Administration, Agro-economics or a related discipline. Master degree (an asset).
  • Fluency in spoken and written English. Sinhala and/or Tamil considered (an important asset).
  • Proven experience in developing value chains in rural areas.
  • Work experience in a developing country.
  • Leadership in the transfer of expertise within multidisciplinary and multicultural teams.
  • Autonomy and action-oriented and results.
  • Ability to adapt and to work in ambiguity.
  • Capacity to influence, political sense and ability to negotiate.
  • Ability to mobilize resources in a different socio-cultural context.
  • Ability to manage deliverables and meet deadlines.
