Développement international Desjardins (DID) has been working for 47 years to develop the inclusive finance sector in developing and emerging countries. Through its activities aimed at structuring and strengthening the sector and its institutions, DID targets increased access to diversified and secure financial services for all and the development of individual and collective wealth. Active in thirty countries on four continents, DID offers its partners a complete range of specialized solutions covering all facets of inclusive finance (savings, agricultural financial services, financing for entrepreneurs, technology, governance, legal framework, etc.). DID's actions benefit some 10 million families and entrepreneurs around the world.



DID is currently seeking an Operations and Technological Solutions advisor for the support project for developing, professionalizing and revitalizing microfinance in Benin (ADAPAMI). This project aims to contribute to improving the economic situation of disadvantaged segments of the population of Benin, including women, through capacity building for key stakeholders in the microfinance sector. This is a six-year project (2017 to 2023), financed by Global Affairs Canada (GAC).


About the position

The position is not lacking in operational and technological challenges since the ADAPAMI project provides support to ten partner financial institutions (DFS) using at least four different transaction processing systems. Further challenges include the production of financial reports for the authorities and the introduction of new technologies (interconnection, mobile banking, digital finance, etc.). The advisor will play a central role in providing support to the project partners for the introduction and optimization of operations systems, management systems and management information tools with the objective of facilitating financial inclusion.


General responsibilities

Working under the supervision of the Project Manager at the head office and the national director in Benin, the advisor will:

  • Update, if required, the diagnostic study of the organizational, informational, functional and technological environment of the partners based on their needs and project objectives.
  • Recommend solutions and improvements to facilitate coordination of the partners' business and IT needs (for transactions and operations) and evaluate the financial, human and organizational impacts.
  • Define the strategy for implementation of solutions chosen, coordinate activities and ensure harmonious and adapted implementation of technological changes into the network.
  • Ensure change management, training, coaching and transfer of expertise to staff of the partner financial institutions and optimal use of technologies.
  • Keep up-to-date with available technological solutions and their performance and with current or future projects of the donors with regards to technological solutions.
  • Coordinate the development of tools and associated documentation (policies and procedures, user guides, training manuals, etc.) for specialized solutions.
  • Support communication and promotional activities linked to the introduction of the new and  innovative  technological services
  • Provide IT advice to general management and executive management of the partner financial institutions.

In parallel, the advisor will provide expertise to the ADAPAMI project, in particular for:

  • Attaining project objectives and results as specified in the implementation plan and the annual work plans
  • Ensuring the successful execution of field missions, their contribution to the attainment of IT and the implementation of recommendations
  • Establishing and maintaining relationships with our Beninese partners and AMC representatives on site
  • Reporting of EFC results and those of related activities
  • Prospecting and preparing proposals for eventual complementary donors
  • Monitoring, analyzing and reporting on IT-related results
  • Participation in drafting annual work plans and budgets and project progress reports and the organization of the project.

Profile and key skills sought 

  • Bachelor's degree in administration, option finance or information management or related field
  • Master's degree in a relevant discipline (a major asset)
  • Six years’ experience related to information technologies. Knowledge of banking operations and systems designed for transactions and operations (a major asset)
  • Ability to work in a computerized environment using various information technologies without a direct support team
  • Ability to manage deliverables, mobilize resources and meet deadlines
  • Ability to transfer knowledge and expertise, training and coaching skills
  • Demonstrate strong client service focus
  • Good oral and written communication skills
  • Strategic thinking, political sense, ability to negotiate and influence
  • Excellent capacity for adaptation to ambiguous contexts and different cultural environment.
