Développement international Desjardins (DID) has been working for 47 years to develop the inclusive finance sector in developing and emerging countries. Through its activities aimed at structuring and strengthening the sector and its institutions, DID targets increased access to diversified and secure financial services for all and the development of individual and collective wealth. Active in thirty countries on four continents, DID offers its partners a complete range of specialized solutions covering all facets of inclusive finance (savings, agricultural financial services, financing for entrepreneurs, technology, governance, legal framework, etc.). DID's actions benefit some 10 million families and entrepreneurs around the world.


DID is currently seeking an EFC advisor for the support project for developing, professionalizing and revitalizing microfinance in Benin (ADAPAMI). This project aims to contribute to improving the economic situation of  disadvantaged segments of the population of Benin, including women and youth, through capacity building for key stakeholders in the microfinance sector. This is a six-year project (2017 to 2023), financed by Global Affairs Canada (GAC). Under a preceding project DID supported one of its partners, FECECAM, in the startup of a first entrepreneur financial centre (EFC) in Ouémé-Plateau. In view of the success of this first EFC, FECECAM wishes to open a new EFC for the northern and central region. The new centre will be more agriculture orientated.

General responsibilities 

Working under the supervision of the Project Manager at the head office and the national director in Benin, the advisor will provide support to FECECAM general management and the director general of the future EFC in the startup of this second EFC and ensure that both EFCs develop in a coherent manner.

More specifically, the advisor will provide support to FECECAM in the following areas:

  • Planning, organizing, managing and supervising all EFC activities
  • Recruiting, training, coaching and monitoring EFC technical and management personnel
  • Mobilizing the participating financial cooperatives and their commitment to the model chosen
  • Choosing a strategic location for the EFC and equipping the centre
  • Collaborating in the computerization process for the EFC and ensuring efficient and effective use of IT
  • Introducing and applying standards, policies and procedures, including the membership agreements of the participating financial cooperatives
  • Savings and credit products offered, in particular agricultural credit
  • Overall operational and financial controls and risk management, including the portfolio at risk
  • Business development for the EFC, in particular regarding agencies that support agricultural producers or other entrepreneurs
  • Monitoring and analyzing results and reporting to the EFC coordinating committee.

In parallel, the advisor will provide expertise to the ADAPAMI project, in particular for:

  • Attaining project objectives and results as specified in the implementation plan and the annual work plans
  • Ensuring the successful execution of field missions, their contribution to the attainment of EFC results and the implementation of recommendations
  • Establishing and maintaining relationships with our Beninese partners and AMC representatives on site
  • Reporting of EFC results and those of related activities
  • Participation in drafting annual work plans and budgets and project progress reports and the organization of meetings of the various project committees.


Profile and key skills sought

  • Bachelor's degree in agricultural economy or equivalent university degree
  • Master's degree in a relevant discipline (a major asset)
  • 8 years’ experience in agricultural financing
  • Relevant experience in a management role
  • Experience and skills in the transfer of expertise
  • Ability to manage deliverables, mobilize resources and meet deadlines
  • Good oral and written communication skills
  • Strategic thinking, political sense, ability to negotiate and influence
  • Ability to work in ambiguous contexts and different cultural environment
