Country Representative

CUSO International

SUMMARY

 

The Country Representative for Cameroon provides strategic leadership to ensure the design, implementation and successful delivery of Cuso International’s development program in the country, which aims at promoting equality, dignity and improved livelihoods, with a focus on women & girls, youth and voluntarism. This expert in development thinking works with a talented team of about 50 employees and volunteers, employing their knowledge and skills to improve lives and expand opportunities in the country.



KEY RESPONSIBILITIES

  • Lead the implementation of Cuso International’s program in Cameroon, while maintaining an in-depth understanding of the development context in the country and region.
  • Work in collaboration with Cuso International’s local partners, volunteers and stakeholders to identify and promote relevant development interventions in line with strategic and operational plans.
  • Ensure the adequate planning and management of resource allocations for program implementation (staffing needs, volunteer placement and budget), to meet established goals and objectives.
  • Promote a culture of ongoing learning and work with the Headquarters (HQ) Team to ensure that the country operations comply with Monitoring, Evaluation, Accountability and Learning (MEAL) and reporting deadlines, for both internal and external stakeholders.
  • Build and maintain relationships through regional or local networks, alliances, forums or events and champion Cuso International’s programs with donors, partners, government officials or other relevant agencies.
  • Through a proactive collaboration with the HQ Team, identify public outreach, resource development and partnership opportunities, and contribute to the development of concept notes or proposals.
  • Manage the integration process of volunteers placed in Cameroon, ensuring they receive relevant in-country training, are engaged in program planning when appropriate, are familiar with updated security and risk management plans and know the proper channels in case of complaints.
  • Foster a positive, fair and participatory working environment for staff and volunteers, ensure that team members understand the country office’s goals and their individual responsibilities to help achieve them.
  • Ensure that Cuso International’s performance management culture is understood and respected within the team and that each staff receives adequate feedback and support to promote successful performance and high levels of employee engagement.
  • Take the lead in developing, implementing, monitoring, controlling and revising country budgets to ensure a cost effective and efficient approach in the use of financial resources in the country program.
  • Ensure that the Country Program Office is in compliance with all applicable Cuso International policies including record-keeping, IT and Health & Security guidelines.
  • Fulfill other responsibilities, as required by the Head of Programs - Africa, from time to time.


POSITION REQUIREMENTS

Essential:

  • University Degree in a relevant field or a relevant combination of education and experience.
  • At least 3 years of experience in a leadership role.
  • At least 5 years of experience in designing, planning, managing, monitoring and implementing development programs.
  • At least 3 years of experience working with development programs at the community level.
  • Proven track record in successfully securing external funding for development programs and projects.
  • Knowledge and experience working in Africa.
  • Excellent analytical and practical understanding of the social, political an economic context of Cameroon.
  • Experience with budget management and financial reporting.
  • Excellent understanding of the Results Based & Grant Management, its tool and phases.
  • Proven commitment to mainstreaming gender and equality issues within the work environment.
  • Strong ability to coach, mentor and inspire team members
  • Excellent strategic thinking and analytical abilities  
  • Excellent and innovative problem-solving abilities for difficult, complex and unpredictable challenges. 
  • Excellent interpersonal skills, including the ability to negotiate, persuade, coach, mobilize and develop positive internal and external relationships.
  • Excellent verbal and written English and French communication skills.
  • Computer and internet proficiency (Microsoft Office tools, databases, web-based programs, etc.).
  • Willingness and ability to travel internationally and nationally and spend up to 8 weeks at a time away from home.
  • Ability to work irregular hours and overtime when needed to meet critical deadlines. 

Desirable:

  • Experience working in Cameroon, specifically in the context of local development processes and pro-poor economic development, gender equality and social inclusion.
  • Experience working as a volunteer; with volunteers and/or in a volunteer-sending organization.
