CODE, Canada’s leading international development organization uniquely focused on advancing literacy and education, currently works in 8 countries in Africa including Ethiopia, Ghana, Kenya, Liberia, Mali, Mozambique, Sierra Leone, and Tanzania.  CODE also works in the Caribbean and in Canada.

Under the direction of the Program Manager responsible for Better Education Through Teacher Training and Empowerment for Results (BETTER), the Project Officer is responsible for supporting the implementation and monitoring of CODE’s BETTER project in Mozambique in accordance with CODE’s Strategic Plan. 

BETTER is designed to improve the quality of teacher education and instructional practices in Mozambique.  The seven year project which has been active since July 2015 is implemented in four Teacher Training Institutes in four provinces (Cabo Delgado, Maputo Province, Niassa and Tete) and in 50 project schools.

Specifically, the Project Officer will work with the Program Manager to develop and monitor annual budgets and work plans, support CODE’s Mozambican implementing partner and ensure high quality reporting to the donor and compliance to the contribution agreement.

 

RESPONSIBILITIES

PROGRAM OFFICER, BETTER

Program Management and Administration

  • Contributes to reports (narrative and financial) in accordance with donor contribution. agreements and CODE’s partnership agreements.
  • Works with local partners in Mozambique to ensure completion of planned activities.
  • Prepares Terms of Reference, Scope of Work, Memorandums of Understanding and Contracts with partners, consultants and others working with CODE to complete project activities.
  • Prepares and oversees competitions and tendering processes.
  • Manages volunteer, consultant, and partner travel.
    • Provides logistical support to volunteers and consultants as necessary.
    • Coordinates consultant and volunteer documentation (timesheets and invoices for example).
  • Performs administrative duties consistent with CODE’s corporate policies and practices.

 

Monitoring and Reporting

  • Collaborates with the Program Manager to  produce quarterly (or semi-annual) narrative reports for GAC and other donors
  • Coordinates the collection of gender sensitive data on expected project results, collects and organizes data from CODE’s local partner to ensure all reports are complete and accurate.
  • Coordinates the development of results-based tools that comply with CODE’s policies in collaboration with volunteers, local partners and stakeholders
  • Monitors programs including regular overseas missions

Program Development

  • Builds relationships with funding agencies and institutions including GAC offices, universities, education and women rights organizations, Ministries of Education in support of BETTER.
  • Networks with relevant GAC’s desks, education and women’s and gender equality organizations to keep informed of policies and practices related to BETTER.
  • Provides recommendations to improve programming related to BETTER.

 

POSITION QUALIFICATIONS

Essential:

  • Commitment to CODE’s vision of supporting a sustainable literate environment in the developing world.
  • Commitment to women rights and understanding of integrating gender equality in development initiatives. 
  • Degree in international development, education or a related field.
  • At least 3 years of experience working on international development programming (preferably in education and in Africa).
  • Strong English-language writing skills with experience in proposal and report writing
  • Fluency in Portuguese (ESSENTIAL)
  • Experience and knowledge developing and tracking budgets
  • Excellent interpersonal, problem solving and communication skills
  • Demonstrated ability to get things done
  • Strong work ethic and be able to work as part of a team and independently
  • Ability to travel (up to 3 weeks consecutively) on a quarterly basis (ESSENTIAL)

 

Desired

  • Experience implementing literacy programs in developing country contexts
  • Knowledge of teacher education
  • Experience monitoring and evaluating programs
  • Experience living and/or working in a developing context
  • Knowledge and experience working with eLearning platforms
  • Experience managing GAC funded projects
  • Advanced degree in a relevant discipline
