Project Manager - Vietnam National Legislative Development Project

The Canadian Bar Association represents some 36,000 lawyers, judges, notaries, law teachers and law students from across Canada. The CBA actively engages with the Canadian legal community in matters of common interest and mutual benefit.  The CBA is dedicated to supporting the rule of law and improving the administration of justice in Canada and through its International Initiatives.  In short, the CBA is the voice of Canada’s legal community.

Our International Initiatives support bar associations and other justice actors in developing countries and countries in transition. We work collaboratively with our partners to strengthen their capacity to enhance the rule of law through projects that deal with issues such as legislative and regulatory reform or access to justice.

The CBA is currently seeking applications for the position of Project Manager to support the Project Director (PD) and the Project Field Manager (PFM) in the National Legislative Development (NLD) Project.

The goal of the NLD is to support more equitable economic growth through more transparent and accountable governance. The objective of the project is to support an integrated program of reform of the Vietnamese law-making process and improve the quality of economic legislation with the ultimate outcome being a strengthened, effective, transparent legal framework, reflecting the needs of Vietnamese citizens and supporting equitable economic growth.  To achieve this objective the NLD supports four core components of the law-making process in Vietnam: planning; policy analysis; legislative drafting; and the coherence and systematization of laws and has been designed to be implemented in 2 phases. The CTS provides technical support to project activities and in particular the capacity building of the NLD partners to ensure the sustainability and the systemic consolidation of legislative development within all project components

The CBA implements the NLD project for Global Affairs Canada in consortium with the Ministry of Attorney General of Ontario and Stikeman Elliott, LLP. The position is a two year contract position beginning as soon as possible and reports to the NLD Project Director. 

The Project Manager will also contribute to CBA International Initiatives project proposals and policy advocacy related to rule of law and development.

Job Responsibilities:

  • Under the supervision of the Project Director, he or she is responsible for the daily operations and technical management of the project in Canada
  • Work with the PD, the Project Field Manager,  Ministry of the Attorney General of Ontario, Stikeman Elliott LLP to coordinate the identification and selection of Canadian Technical Specialists based on the needs of NLD partners in Vietnam;
  • Brief technical specialists on the context and background of the project;
  • Ensure Canadian Technical Specialists are properly supported and resourced and supported with travel arrangements with Administrative Assistant;
  • Coordinate operational issues (human resource approvals and contracting, budget matters,)
  • Monitor the implementation of all activities and facilitate activity planning Facilitate communication among technical specialists when a team of specialists is involved in capacity building activities.
  • Work with the Project Director, the Project Field Manager and Results-based Management specialists to coordinate annual planning processes, semi-annual and annual reporting.
  • Support project research requirements;
  • Coordinates annual budget, with the Operations Manager and Project Accountant, based on the agreed upon activities and technical assistance
  • Attends Technical Advisory Team (TAT )meetings (twice per year) in Vietnam to discuss progress on activities and work plan with NLD partners
  • Attends other activities in Hanoi as needed 
  • Coordinates  Canadian input into capacity building courses and organizing placements and study missions in Canada;
  • Provide technical assistance to CBAII program development for rule of law and access to justice project opportunities;
  • Other related duties as may be assigned by the PD or the CBAII acting Director.


Required Qualifications:

  • LLB or JD degree from an accredited university and minimum 5 years of relevant experience;
  • Knowledge of legislative development processes;
  • Experience working with senior legal professionals;
  • Project Management experience;
  • Strong administrative and organizational skills;
  • Excellent interpersonal, written and verbal communication skills;
  • High level of professionalism and attention to detail;
  • Ability to work independently and under pressure as circumstances dictate;
  • Availability for weekend meetings and flexible hours as necessary;
  • Experience in  international development and development methodologies such as results-based management;
  • Cross-cultural experience and cultural sensitivity;
  • Ability to travel in Canada and to Vietnam as needed.
