Director, Country Presence, Relevance and Impact

CARE Canada is currently seeking a Director, Country Presence, Relevance and Impact.

Under the leadership of the Vice President – International Operations and Programs, the Director – Country Presence, Relevance and Impact is responsible for ensuring the relevance and impact of CARE’s country presence in operations managed by CARE Canada, through oversight and management of the following areas:

  • Oversight of country presence, CARE Canada’s country office strategies and business plans, in- line with the CARE 2020 Program and Humanitarian Strategies. Exit and explore new and/or non-traditional country presences ensuring the appropriate footprint.
  • Leadership of CARE Canada’s assistance to the transition of Global South members.
  • Ensure appropriate coordination and implementation of Country Office (CO) emergency preparedness planning, emergency response strategy, monitoring and evaluation, and accountability.
  • Oversee and coordinate the support to CARE Canada managed country offices in the areas of safety and security, finance and risk management, global human resources, program support (logistics, fleet, assets management…. etc) and Program development in order to enhance country office operations, and enable the effective implementation of business plan priorities.
  • Oversee and guide the management and enhancement of Safety and security systems, processes and practices in order to enable CARE Canada country offices and HQ to manage the safety and security of personnel, assets and program implementation effectively within an acceptable risk appetite.
  • Oversee the implementation of COs program, in order to ensure appropriate project cycle management, fulfilling contractual obligations, compliance with donor regulations, close-out, document retention, and knowledge management, learning and sharing.
  • Leverage opportunities for collaboration between country offices and CARE Canada’s Global Programs and Impact and other teams to enhance program capacity, innovation, knowledge management and learning.

Is this right for you? Here’s what we’re looking for:

  • You have a Master’s degree in International Development or Humanitarian Assistance or in a related field, or equivalent combination of education and work experience.
  • You have a proven record in managing country offices in development countries.
  • You are a seasoned senior manager with leadership experience in an international development organization, including experience in complex contexts and humanitarian responses.
  • You have demonstrated leadership and strategic management skills including of multi-sector teams and strategic planning.
  • You have the ability and experience in working collaboratively in matrix management, and supporting direct reports to do the same.
  • You have experience in and are committed to gender equality and women’s empowerment.
  • You have a record of accomplishment of high resilience under pressure and the ability to support and motivate teams in these situations.
  • You have demonstrate high political acumen and excellent representational skills, including high-level advocacy and communications.

  • You have well-developed written and oral communications skills
  • You have a demonstrated capacity to work closely with communities affected by disaster, including familiarity with participatory assessment methods, with a focus on gender equality and ability to identify specific needs of men, women, boys and girls.
  • You have excellent skills and interest in mentoring and capacity building of national staff in a broad range of emergency response and leadership skills including gender equality and diversity.
